Is the information correct on the site that pre-orders will be shipped by 21st Feb?. Is that to include customers ordering now as well?

No, they are still not done shipping Kickstarter orders made in october 2017!
They didnt even ship the first batch of preorders that ordered back in october.

Only tye team might have an answer. If all Kickstarter headsets are sent. Then quite likely pre orders will start shipping then.
