Download it manually.

what does manually mean? I did download from Pimax official page

Download it again.
If that doesn’t work, install the update through the Update option from the PiTool GUI.

I did 5 times still same.

Might check the antivirus. It can block exe files.

I’m only running Window defender for now.

Win Defender 8n my xp usually doesn’t give a problem.
