You have duplicate SPF records:
v=spf1 include:_spf.atlassian.net ~all
v=spf1 include:spf.mxhichina.com include:_spf.atlassian.net ~all
The second one is correct and includes the forum mail server, but because the first one gets loaded, gmail is spam filtering any notifications sent by the forum.

This is still broken.
3 months later this still hasn’t been fixed even though it would take 2 minutes.
Just a reminder that it’s 2020 and this is still misconfigured. With the forum move you probably want to change the email sender to match, but please make sure you also add a valid SPF record.
@anon57422158: Might want to look into this (not sure who to tag?) as this will cause mails sent being marked as spam as @WhoIsRich says.
