Correct, pitool works the same than oculus rift SS.
OK. Then it appears that you could set either of them to 1.0 and then just vary the other setting until you reach optimum performance.

Correct. I suggest adjusting SteamVR supersampling as that needs no reboot plus you have a per app setting there.
